UNAIDS support to Global Fund Round 10

The Global Fund to Fight AIDS, Tuberculosis and Malaria launched round 10 on 20 May 2010. A large number of applicants will start preparing their proposals for submission in time for the deadline on 20 August 2010.

To ensure that countries receive quality technical support, UNAIDS has launched this site to support applicants and help them access technical support and expertise in the proposal development process before they submit their proposals for review to the Technical Review Panel (TRP).

Linked from this site applicants will find useful tools, information on TS providers and other useful links that will help them in the proposal preparation. The site also offers a question and answer section, where applicant can submit relevant question and receive answers with in a limited time line, confidentiality is secured if requested.
A discussion forum and a section on frequently asked questions are also a part of the tool.

Transitioning to the new grant architecture through R10

Grant consolidation is still voluntary in Round 10, but will become mandatory from Round 11 on. Countries have thus the following options:
1. Submit a consolidated proposal in Round 10
2. Plan for grant consolidation in the grant negotiation period, or

Grant consolidation is still voluntary in Round 10, but will become mandatory from Round 11 on. Countries have thus the following options:
1. Submit a consolidated proposal in Round 10
2. Plan for grant consolidation in the grant negotiation period, or
3. Do nothing (for the time being)

Which option to choose? Contrary to the perception of many, the GF is not “pushing” for consolidation in Round 10, and countries will not be “punished” or “rewarded” for their decisions. While consolidation is a great opportunity to streamline grant management and to save money in the long run, it is also a challenge, particularly as the time between the call for Round 10 is only 3 months – shorter than the usual 4 months as it was in the previous Rounds.

Some countries might have already started consolidation and have recently updated and costed national strategic plans. These countries should be encouraged to submit a consolidated Round 10 proposal. However, the majority of applicants might not be ready yet, and they should envisage going for consolidation in the grant negotiating phase. Consolidation is by no means a fast and simple exercise and doing it during proposal development could be too demanding for many.

Finally, countries not applying in Round 10 should still consider starting grant consolidation soon, as this will be a requirement for future applications.
